Dyfed-Powys Police are appealing for witnesses to the incident, which involved a man in his 70s in Saron Road, Capel Hendre, Amman Valley, at 10.40am on Tuesday.
Police said they were keen to speak to the driver of a blue taxi that was at the scene just before it happened.
